The focus is the origin of the dispute in Tombura County. An attempt to examine the relationship between the Azande and Balanda people of South Sudan in Tombura County of Western Equatoria State and analyzed the historical relationship between the two groups of people. It is understood that the two people lived in harmony for generations until recently; from 1991-2003 when dispute started to characterize their relationship and continues up to date, 2014, the year of this writing and may still climb up the ladder if no remedy uncovered.

Presumable, there are social, economic, cultural and political causes of the disputes but concluded that; the creation of the new administrative structures which split Tombura County into couple of counties has soured the relationship; when Nagero payam was upgraded to the status of a County.

Partly uncovered the perpetrators contributing to the dispute namely; politicians, traditional leaders, intellectuals and youth it seems that the politicians have a great role in escalating this dispute. The author goes on further to analyze the major challenges faced in ending this dispute and preventing it from escalating into war and makes strong recommendations to support any future efforts. It argues that if this dispute is not addressed, there are great possibilities of resulting into violent conflict and total break up of peace in Tombura County and presumable may affect and disturb the overall security and stability in the Country.

Попытка исследовать отношения между народами азанде и баланда в Южном Судане в округе Томбура штата Западная Экватория и проанализировать исторические отношения между двумя группами людей. Понятно, что эти два человека жили в гармонии в течение нескольких поколений до недавнего времени; с 1991-2003 гг., когда спор начал характеризовать их отношения и продолжается до 2014г., год написания этой статьи, и он все еще может подниматься по лестнице, если не будет найдено никаких средств правовой защиты.

Предположительно, существуют социальные, экономические, культурные и политические причины споров, но пришли к выводу, что; создание новых административных структур, которые разделили округ Томбура на несколько округов, испортили отношения; когда Nagero Payam был повышен до статуса округа.

Частично раскрыты виновники, способствующие спору, а именно; Политики, традиционные лидеры, интеллектуалы и молодежь, похоже, что политики играют большую роль в эскалации этого спора. Далее автор анализирует основные проблемы, возникающие при прекращении этого спора и предотвращении его перерастания в войну, и дает убедительные рекомендации в поддержку любых будущих усилий. В нем утверждается, что, если этот спор не будет рассмотрен, есть большие возможности привести к насильственному конфликту и полному разрушению мира в округе Томбура, и, по-видимому, это может повлиять и нарушить общую безопасность и стабильность в стране.

Introduction

This writing mainly focuses on the dispute between the Azande and the Balanda of Tombura County in Western Equatoria state. These communities have been staying in harmony for centuries without any logger head.

Both communities mainly depend on agriculture producing similar commodities as their staple food. Hot parts of the disputes commenced when the Sudan People’s Liberation Movement/Army (SPLM/A) captured Tombura Area in 1990. The population of Tombura County according to the 2008 disputed census result indicated it at 56,000 people (Azande and Balanda).

It is believed that; the Balanda people before the Sudan People’s Liberation Movement/Army captured Tombura area in 1990; started to claim the right for chieftainship from the Azande chiefs such that; the Balanda should have their own chiefs and to be given a land or an area to administer. The Avongara chiefs, who hold keys to such claims kept deaf ears, but to some extent did appoint some chiefs from the Balanda to lower ranks and responsibilities which did not satisfy the claims.

The study tried to uncover some of the root causes to the dispute as well as putting forward some recommendations of how to solve and achieve a permanent solution to the dispute; hence, the claims of the Balanda people. If this dispute continues to fertilize, it may even spread to the neighboring counties within western Equatoria state and may probably affect negatively the overall stability in the Republic of south Sudan.
